Rules & Laws of the Game

(11/18/09)

The following link will bring up the official 2009/10 Referee laws/guidelines booklet. This contains all of the rules of officiating if you ever need a reference. http://www.ussoccer.com/Referees/~/media/ECF01495634D47D3BC97E71F495EA201.ashx

One thing I have noticed is that our referees need a little more guidance with rules. If you have any questions about certain rules or laws of the game, please e-mail me at ian.t@ciscsoccer.org and title the e-mail "Ref Law Q", I will post here with the question and answer for everyone to see. The questions will remain anonymous, so please do not hesitate to contact me for any rule clarifications, this is what I am here for!!!!

Q: What are the rules for goalkicks in the indoor league?
A: Goal kicks can’t go past midfield without touching someone first.

Q: Can players use their arms to create room?
A: Yes, but as a referee you have to determine are they using their forearms and elbows to push other player which would then be considered a foul. They may use their shoulders to also shield the ball.

Q: What are the rules on substitutions?
A: Substitutions are similar to comp and outdoor, where you may only sub on anyone’s goalkick, anyone’s kickoff, and your own throw in. You may not substitute during free kicks or corner kicks.

New Referee Assigning Process

(11/02/09)
Referees,

Starting this winter (January-Feb) we will be experimenting with this new assigning process. Please bear with us as we get used to the system, and be patient with this process. When the time comes, your schedules will now be posted online at the "Referee Login" page. If you are a new referee interested in getting assigned to games, please feel free to e-mail me at ian.t@ciscsoccer.org and title the e-mail "New Referee Pin Request." Please state your first and last name, date of birth, age groups you are interested in refereeing, and availability. Please also leave me a cell phone # or best contact #, as well as your primary e-mail account that you check regularly.

If you are a pre-existing referee, you should have already received your "Login" and "Pin Number" via e-mail. If you forgot your login information, please feel free to e-mail me for that information. If you would like to change your pin number, you may also e-mail me your request.

This new assigning process will make it easier for referees to pull their schedules for an entire season, plan around it, and let us know of their availability.

Thank you,

Ian Turner
